Where the unexpected does come in is when those from a lowlier background suddenly kill giants, become heroes, thwart wicked witches and so on. The Fairy News Network loves these stories. It fills their screen time for weeks at a time. The wicked witches are less keen, unsurprisingly. Nobody likes a jumped up little herbert stealing their thunder.
Roxannadrell, the Fairy Queen, doesn't mind that as long as said jumped up little herbert carries out actions that somehow benefit her and/or her government. (She acknowledges if only to herself that there is a difference there! There shouldn't be really but that's another matter).
The really unexpected is when someone from a higher background does something considered to be odd. Eileen's defection to Earth to marry a mere human for love comes well within that category. (Eileen believes, with pride, it will take some doing to surpass that. The Queen has no intention of allowing it to be surpassed. There is a limit to just how much unexpected she will tolerate).
