THE RULES OF MAGIC - 9
The Fairy Kingdom does not see the point of wizarding duels and the etiquette associated with it given someone always cheats. There is only one hard and fast rule all should remember. It is the one who is quickest on the draw with their wand or staff who gets to go home in one piece at the end of the afternoon. The Queen and her Council believe this is a far more realistic approach. And if it carries on for long enough, it will take care of the overcrowding problems in certain parts of the Kingdom. The Fairy Kingdom acknowledges witches are at least honest in this respect - they just fight and get on with it. There’s no pretence about no hard feelings and all that. Witches do hold grudges and make it clear they do!
Up to date spell books will be put before the Queen and her Council for perusual and then general distribution to the public assuming approval is granted. Publishers should not assume approval will be forthcoming - each spell will be tested by the Queen and those closest to her first. The Queen and her Council also reserve the right to “advise” publishers on what corrections, if any, are needed to get a book out. Eileen’s reservations about government interference are misguided. The whole point of the government is to guide. It is not in the Kingdom’s interests to have “dodgy” books out there. It is not in anybody’s interests to have more magical damage done because the printed spells weren’t checked out first.
Those in the Kingdom allowed to visit other worlds will, with discretion, check out any sources of magic they come across, equipment, spells and so on and, ideally, copy these for our realm’s use. Only steal these things if there is no viable alternative and then get the hell out as soon as possible. The Queen and her Council are to be notified of any additions to magical supplies from outside worlds. Those seconded like this who don’t bring anything back will be interrogated as to why. It is the experience of the Queen and her Council every world has some sort of magical power the Fairy Kingdom could make use of.
