The Fairy Kingdom issues a wide range of publications which includes its own version of the Highway Code. Every settlement has to hold a copy of every single publication (this is usually done by the local library) and most are updated annually.
Writing for these publications is farmed out to those the fairy government know have a way with words. It is a question of dead men's shoes here. It literally takes years to be even considered to write for one of these.
The schools and colleges also have to have copies of the publications available for students to look at as and when they finish ordinary studying.
