Library books are to be returned to the Librarian by the date given on the stamp and in the same condition in which the books were handed out. Else the Librarian has free rein to hand out whatever punishment she sees fit. This may involve magic. It may involved a major beating up and do not think because she’s a gnome she’d never reach. That is a classic mistake. There is a reason why the Palace’s in house medical unit is next door to the Library. Anyone deliberately defacing or damaging a book will face the Queen and her Council, assuming they survive any punishment the Librarian doles out. This should not be taken for granted.
It is expected that the higher magical species, those allowed to visit other worlds sometimes, bring back full details of any good ideas that they come across for the Kingdom’s benefit. A full description and pictures are essential, along with any disadvantages the inhabitants of the world in question discovered about their idea. The best ideas will be “adapted” for the Kingdom’s use to save unnecessary use of magical energy. Lower magical ranks, sprites mainly, will not try to invent ideas in one of their futile attempts to (a) get a laugh and (b) make their superiors look stupid. A wide range of punishments exist to be used on sprites silly enough to ignore this.
Sprites trying to claim their magic misfired to justify mayhem will face imprisonment at best, or being fed to the nearest passing dragon at worst. What fate will depend exactly on the Queen’s mood and whether her Council can “control” it. The Queen has had enough of magic being misused - after all in one period of six months the Palace was flooded out ten times by sprite fighting turning to magic to sort it out. And so the tough approach. The Queen will “sort out” anyone doing this again and feels it only fair to warn everybody so nobody is taken by surprise.
Every species will read the appropriate spell book for their genus, class and ability (the latter = brilliant, good, average and thick, sprites inevitably only have the spell book for thickies). They will be tested on it once a year by a Council representative (but not their own species, there needs to be some independence). FNN will not be allowed to film the tests or broadcast the results given these are private between the various magical species and the Queen and her Council. Besides everyone has a fair idea of what the sprites are capable of and that really doesn’t need broadcasting. Every care will be taken to produce spell books accurately.
